THE POLITICAL AND ECONOMIC PROGRAME OF THE MOVEMENT OF DEFENSE OF NATIONAL RIGHTS

 

1- STATE’S CONSTRUCTION :

 Constructing a liberal independent democratic state based on freedom, justice, equality and equivalence of opportunities such that all its citizen are alike to the law as far as rights and duties are concerned. The executive, legislative and judicial authorities are to be segregated, accompanied by belief in the principal of peaceful alternation of authority via conducting free and impartial elections.

This program is deemed tantamount to a national charter targeting the construction of a general framework to the Iraqi political system pivoted on implementation and respect of human rights, implementation of the principal of peaceful coexistence with the world’s peoples and countries, particularly neighboring  countries on basis of mutual interests and equivalence in dealings in conformity with international laws and United Nations Charter, respect for global peace, its defense via cooperation with the international community through international legality at combating all kinds of terrorisms (terrorism of states , groups, communities or organizations ) by confronting the incubating environment as well as the implemented instruments (e.g. confidentiality, secrecy, funding, training and all kinds of camouflaged covers). This is to be with observance of essential human rights.

 

2- THE STATE’S RELIGION:

Religion is God’s , while the homeland is everybody’s, with emphasis that Islam is the official religious of the state, with guarantee respect of all religions, denominations, their religion rights at performance of their religions ceremonials within the limits of law and order.

 

3- IRAQ’S UNITY:

Emphasis on unity, safety and of Iraq’s soil and people.

4- CONSTRUCTION OF THE HUMAN BEING AND DEVELOPMENT OF HUMAN RESOURCES:

 The human being is the first wealth worthy of respect, development and protection. It is the state’s capital which should be protected and developed via a secure present and future. This is accomplished through economic development which is harnessed to develop human resources by a work program encompassing plans, programs and law that:

- insure the rights of the individual as well as the community

-carefully organize the relation between the individual and the community as well as between the community and the other communities as to warrant dignity and carefree living for all society’s members.

- provide social, monetary, educational, and cultural and health security to all society’s members, with emphasis on the sensitive. Factions inside society (children, mothers, the elderly, the handicapped).

-combats illiteracy of the educated and upgrades the Iraqi individual to the status of advanced countries. This is achieved through initiation of a ministry for human development.

 

5- CONSTRUCTION OF SOCIETY:

Construction of society founded  on virtue based on communal   “ I “ rather than individual “ I “  and enhancement of affiliation and loyalty to the homeland before loyalty to the party or the tribe.

6-  NATIONAL DEVELOPMENT’S PLAN:

Laying a medium range and long- range development plan for reconstruction of Iraq’s state and people as to combat poverty and provide carefree life to the Iraqi people.

7- RECONSTRUCTION AND PROTECTION AGAINST INVULNERABILITY OF PUBLIC OFFICE:

Distancing state’s offices (deputy minister, chancellor and downwards) from party affiliation and rendering state’s officials politically independent with the aim of distancing them from party and sectarian attraction.

8- COMBAT OF CORRUPTION:

Corruption in Iraq may be divided into:

 A- Political corruption:

It is a class of opportunists and hypocrites who attempt to attain their personal aims and realize their self- benefits through the political game.

 B- Economic corruption:

 It is the corruption due to administrative corruption leading to hinder plans for development and reconstruction to squander public money / property and to adverse economic consequences.

C- Ethical corruption:

The Iraqi people suffered organized operations at disintegrating their social structure through the communal  sanctions practiced by the extinct regime, devastating wars, non – humanitarian practices, non- ethical practices, tragedies and woes of the blockade’s repercussions , intellectual invasion and transformation of society into superficial consumptive society based on principle of robbing others’ opportunities and non- respect for the sanctum of the treasury , represented  by public money.

 Hence, we opinionate the necessity of submitting a comprehensive program and plan to:

- Eradicate all types of above – referenced corruption.

- Reconstruct the Iraqi individual’s personality.

Create human development in parallel with economic development.

- Enhance civic society’s role in the domain of mass enlightenment.

- Mandate proscribing all brands of national, sectarian, religious, denominational, political and organizational discrimination.

- respect the right of citizenship

- Mandate legislating to laws for behavioral and administrative laws.

- Inflict rigorous penalties consistent with the magnitude of the offense or crime.

9- LEGAL SYSTEM:

-  Reconstructing the legal system as to insure the judicial authority’s   

independence and sound implementation of the law for realization of

justice and maintenance of the citizen’s dignity.

Scrutiny at appointment of judges and notaries on basis of trait of independence, integrity and honesty.

- Submitting precepts to monitor their implementation of the law and their rendering of due right.

- Punishing the judge at default as to be consistent with the magnitude thereof.

- Reconstructing programs to preparatory progress for judges and notaries.

10- HEALTH SYSTEM:

- constructing a new health system

- making available health insurance and health services to everybody without discrimination.

- Establishment of hospitals and health institutions to offer the best services to  citizens.

- Initiation of preventive health system.

- Submitting programs to delimit risks of environmental pollution

- Upgrading health services in rural areas and making available roving hospitals

  and clinics to cover all Iraqi cities.

11- TEACHING AND EDUCATIONAL SYSTEM:

- Purging study and teaching curricula from the concept of fanaticism, extremism, sectarian discrimination, religious discrimination and national discrimination

- Horizontal and vertical expansion at establishment of nursery homes, kindergartens, centers for teaching the elderly and schools in all     governorates

- upgrading the scientific, intellectual and cultural status for teachers / instructors.

- updating the curricula and methods of teaching and training.

- Warranty of free compulsory education.

- Support of students through availability of free subsidized scholastic prerequisites as well as a program for scholastic nutrition and students transport facilities.

- Dissemination of culture compatible with the Iraqi society’s identity, consolidate its value and humanitarian ideals.

- Development of the spirit of pride in national thinking and culture as well as rejection of all brands of intellectual subordination.

- Establishing a plan to stretch out public libraries all over the country as well encouraging the spirit of perusal, research and study in the society.

- Establishing sound formulas for relations between the teaching staff and students as to insure respect for the teaching profession , to empower it at performance of its role as well as its mission and at realization of the required scientific and educational level to the students .

- Adoption of sound scientific basis for selection of the teaching staff in consideration of the scientific qualification, experience, innovation and activity

- Abolition of all aspects and forms of discrimination left over by the regime in this vital institution

- Submitting a comprehensive plan for vocational teaching to guarantee qualifying the required number of technicians and , the technical qualification needed by the country .

- Submitting such plans that warrant qualifying and training the teaching staff in the various teaching stages as to harmonize with globally emergent scientific development.

- Establishment of centers for scientific researches and studies as well as making available to it qualifications, budget and apparatus to develop the country’s vital sectors , e.g. agriculture , oil , industry and humanities .

 

12- CITIZENS WELFARE:

SERVICES:

- Presenting services to the citizen is one of the moral and legal duties of the state. Contrary to that, the state would have abandoned its moral and legal obligation. Then, the people are entitled to subject it to accountability and litigation. Thus, we have rendered public office invulnerable and entitled it to a person more worthy of it , and rendered public office distant from he who wishes to exploit it to serve his personal aims (whether for purpose of wealth at the expense of public money or for rendering it a complementary to social prestige).

-  Setting up a higher board to follow-up the ministries and follow-up service rendering. This board shall submit its weekly assessment report to the prime minister with the aim of specifying the defaulter’s responsibility.

13- NATIONAL SECURITY:

- Setting up an independent honest legal board with the task of gathering all documents of dissolved security organs , re- classify them in the archive, destroying what touches the honor and dignity of the Iraqi citizen to avert their misuse by other parties, undertaking legal tracking to he who circulates them outside of legal frameworks and induce he who treats them frivolously to hand them over to the authority of competence , since they are criminal evidences and their custody by no legal authorization is deemed a crime and a flagrant violation of human rights’ principles

14- THE ARMY:

Constructing an in- quality (not in quantity) new army that is politically independent, entertains exclusive loyalty to the homeland, defends the constitution, the laws legality, democratic system, safety and territorial integrity of Iraq, based on optional volunteering, distant from racial, sectarian, religious or notional discrimination and with emphasis on physical aptitude, scientific attainment, good conduct and good behavior.

The basic task of the army is maintenance of Iraq’s national sovereignty, its independence, its territorial integrity, protections of its borders against external aggression.

Distancing the army from political and party conflicts

Laying down foundation for sound relations inside the military institution, abolition if the status of supremacy which is prevalent inside this institution between officers and non- commissioned officers.

Prohibiting the implementation of the army as a tool to suppress the people.

Orienting the army for the service of the supreme interests of country

Adoption of just principles at appointments and promotions inside the military institution.

The national assembly shall approve the military budget and the policy of military expenditure.

15- THE POLICE:

– Reconstruction of the police organ on the basis of national honesty, national fidelity, qualification, impartiality, integrity and up-rooting corrupt and bribe-accepting elements.

–  Upgrading the qualitative performance of this organ through upgrading the preparation mode of this organ’s cadre.

The organ shall be politically independent.

16- HOME SECURITY:

– Eradication of all aspects of armament not- licensed by the Ministry of Interior

– Prohibition of the existence of public and under-cover party militias.

- Penalizing those who institute, nurture, train, fund or provide arms to it.

– Development and support of Ministry National Security to safeguard the home front’s composure.

- Support for the Ministry of Interior at imposing stability and security.

– The organ shall be politically independent.

17- THE INTELLIGENCE:

– Reconstruction of the intelligence organ, supporting it with new politically independent “blood” whose loyalty is conclusive to the homeland and the law.

–  Human and technical upgrading of this organ’s capability as to be consistent with the current needs of national security as well as developing it to fulfill future needs.

–  Making the organ and its staff invulnerable against penetration

 

18- ELECTRICITY:

Laying a comprehensive plan at three time ranges

A-    Near range :

Includes making available electric power (which represents “life’s nerve”) speedily and in a stable manner via use of itinerant stations powered by “black fuel” and wind-drive electric generators.

B-    Median range

A- Via updating and constructing railways, boosting the trains’ speed and gearing them to convey passengers, goods or are products

B- Extending the development of seaports and boosting its holding capacity.

C- Maintenance of expressways and international thoroughfares as well as construction of new roads.

D- Extending the construction of airports in various governorates.

E- Encouraging international and internal air cargo through availing opportunities to private companies to compete with the Iraqi Airways to cater better services to the citizen.

F- Development of the fleet of the State Enterprise for Passengers Transport, considering it an establishment of General Transport and responsible to cater transportation services to limited-income factions and to students.

G- Development of the fleet of the State Enterprise of Land Transport, considering it the transportation forwarder and responsible to cadre transportation services and logistic support to all ministries.

 

20- TELECOMMUNICATIONS:

- Iraqization of telecommunication sector, being a connection ring of national security, in order to prevent the out flow of telecommunication services’ revenues abroad.

- Initiation of shareholder company with contribution of Iraqi Ministry of Telecommunications (as a technical and legal state monitoring body) and a foreign company to supply   equipment and technical back-up. Subscription shall be initiated to citizens to buy the shares. As such , we have Iraqized ( i.e. made it Iraqi ) this sector , while we made available protection through defending of citizens for their investments , developed the citizen’s capital  and retained a large position of the profit return inside Iraq .

21- INDUSTRY:

The Iraqi industrial foundation enduses failure. Most mills of Ministries if Industry and Industrial Fabrication have been looted. What remains of the is rendered beyond the hypothetical production life. All of them are converting industries that rely on imported primary materials. They suffer from masked unemployment.

The open market policy allowed access of ready – made competitive goods sold at less than local product’s cost. Hence, the state should observe a policy for encouraging Iraqi private sector and foreign sector for investment in this field to construct joint ventures by production license from the foreign companies (a matter that entails amendments of some legislation that provisionally protect national products until our integration into the global economy). Our affiliation to GATT is to be postponed until such time that this sector recuperates and is able to “stand up on its feet.

Extending construction of fertilizers factories to prop the agricultural and export sectors.

Back – up of the Industrial Bank for purpose of supporting industrial projects via investments in this sector.

22- PETROCHEMICALS:

23- OIL:

- The needs of this sector are the following:

Iraq is in need of the following :

A-    Initiation of a gas investment company ( household consumption / electricity / export )

B-    Development of oil traps.

C-    Development, in general, of Iraqi oil companies.

D-    Investment with foreign companies in the field of oil drilling, production and services.

E- Initiation of service companies managed by the private sector.

F- Extension at construction of fuel depots.

G- Allowing private sector investment (as a partner) in the field of

     refineries.

H- Development of oil explorations in partnership with foreign and Iraqi

     private sector.

I- Bring geological and geophysical surveys of Iraqi lands to completion.

J- Participation of foreign capital and Iraqi private sector’s capital in the field of land and marine oil tankers.

 

24- AGRICULTURE AND ANIMAL RESOURCES:

Former policies of successive Iraqi governments undertook fragment ting agricultural lands property into non – productive small lands property. Moreover, this sector underwent neglect due to successive wars, with subsequent rise of soil salinity in mid- Iraq and south Iraq, particularly due to absence of pioneering projects there

 

A-     Laying a comprehensive strategic plan to update this sector through upgrading the farmer’s awareness, enlightening him and re- focus on farmers guidance programs.

B-     Comprehensive survey of arable land and effecting agricultural re- planning for strategic crops, etc. as to be suitable to the soil , climate and the country’s need  to realize self- sufficiency in grains, foodstuff, animal products and industrial crops in a manner that guarantees nutritional security to the people and subsequent export of such products aboard .

C-     Support for initiation of agricultural shareholders companies (100% private) for replacing state companies, in order to update this sector.

D-    Support the farmer by offering seeds, fertilizers, insecticides and mechanization, either at encouraging prices or by loans.

E-     Laying an integrated on- going plan to combat agricultural diseases and epidemics.

F-       Construction of agricultural research centers to develop local brands / breeds, to hybridize foreign brands / breeds and officially register them by the name of Iraqi Ministry of Agriculture as a preparatory step to join GATT.

G-    Legislation of law that prohibits use of weak and agriculturally non- suitable genetic brands

H-    Submitting a plan for agriculture, services and subsidizing each crop in the manner suitable for its specificity.

I-       Submitting a plan for agricultural reclamation of neglected harmed lands

-         Constructing a network for drainage and saline water extraction from the soil to address the need of arable lands.

J-      Support of the private sector by construction of refrigerated warehouse to boost the storage capacity of agricultural crops.

K-    Support for construction of Ministry – owned  horticulture stations and encouraging the private sector to invest in this sector with the aim of supplying farmers  with reliable transplants

L-     Initiation of a center for research, development and production increase of palm trees targeted at reinstating Iraq to its position of precedence, as far as palm tree preparation and quantity / quality of produced dates.

M-   Extension at planting fruits and olives as well as introduction new brands, e.g. mango, etc. for local and export consumption.

N-    Initiation of a shareholder company to export agricultural products.

O-    Initiation of research centers to upgrade, hereditary – style, animal researches. Development of a basin for ruminant animals to boost twin births and single births in order to conserve the anti- diseases  desired brands , for projected control of Iraq on export markets for such brands .

P-      Extension at initiation of research and development centers for aquaculture , inclusive of fish through developing the Iraqi breeds and introducing new brands and breeds as to guarantee an integrated plan for river and marine aquaculture in natural farms ( to reduce costs )

Q-    Development and extension of forestry all over Iraq.
- Development of planting productive tree, fruits and vegetables to insure local needs and prospective export abroad.
- Development of industries dependent on agricultural resources.
- Concern to develop pastures and protect them from the evil of desertification.

 

25- HIGHER TEACHING AND EDUCATION:

- Horizontal and  vertical extension at constructing institutes, universities and scientific research centers as to constitute  a research network in support of state establishments and the private sector by research services , consultations , qualifying / preparing of institutes, making available the sophisticated perquisites ( materials  / laboratories to serve research efforts )

- Availability of boarding schools, transportation facilities to students, free health, and insurance, discounted tariff telephone lines for students.

- Introduction of banks in universities in support of economic activity for students and offering easy – terms loans.

26- HOUSING:

It is mandatory to uplift the motto “Home for every Iraqi citizen). It is a dutiful matter; it is neither nuther a favor nor a gracious deed. It is, certainly, a duty of the state and a final solution to the housing problem.

 

27- ORGANIZATION OF TRADING:

Constructing an economic system pivoted, in the first stage , on basis of codified free inter – trading, entailing subsidy of the private, public and mixed sectors, as well as maintaining governmental subsidy in the different sectors until such  time of complete preparation for open economy stage and membership in GATT.

28- PRIVATE SECTOR:

The private sector constitutes a pivot for national development by virtue of its effective influence on turnover, catering for services and making available products / job opportunities.

Therefore, it is a national and moral duty to financially, legally and consultatively support the private sector in order to qualify for the forthcoming stage of membership for GATT.

 29- FINANCES AND BANKS:

A- Emphasis on the independent nature of the Central Arabic Bank emphasis of Iraq.

B- Emphasis on the custodianship of the Iraqi Ministry of finance on the national wealth and public money.

C- Enhancing the monitoring role of the Financial Control “Deewan” (Office)

D- Amending law Incorporation of private banks, and allowing foreign

participation, with emphasis on realization of a balance between the shares

percentage of the foreign party and the Iraqi party.

E- Reconsideration in tax collection laws, in general

F- Reconsideration in customs duties as to be consistent with commercial

openness and observance of national industry’s protection

30- DEBTS INCURRED ON IRAQ:

- Action for annulling all debts incurred on Iraq by arms purchases of Saddam’s regime. 

- Negotiation with creditor countries for reduction of other debts and

   extinguishing them.

 

31-TRIBUNAL FOR HELPERS OF SADDAM’S REGIME FOR ARMAMENT:

Requesting help from the international community and the United Nations for bringing. To justice all companies and individuals who supplied Saddam’s regime with weapons of mass destruction.

32- THE WOMAN:

Equality of the woman with man in all customary rights and liberties, provided that it would not contradict the religious beliefs and social customs.

33- DISLODGED REFUGEES AND DISPLACED PENSIONS:

Enhancement of the role ministry of competence to lay down a mechanism and a legal framework for reinstating dislodged refugees and displaced persons in a regular and systematic manner, as soon as possible, according to their wishes and indemnifying them for damages incurred to them

34- SECURING MEDIA:

- Liberty and independence of journalism and other media facilities.

- Adoption of a construction style at orienting media activity as to warrant media’s neutrality and objectivity  as well as to commitment of non – official media by objectivity and striving to promulgate organizational legislations for this sector .

35- CULTURE:

Back – up of Ministry of Culture so that it would, in its role , to back up society’s culture through construction of public libraries and  support of the cultural  and artistic movement, in general.

36- TOURISM:

A: Concern for tourism as a national wealth through laying down a long – term plan to develop antiquity and religious tourism through construction of materialistic / human infrastructure in support of this sector and approval of legislation that would organize investment in this sector.

B: Concern at facilitating foreigners’ visits to the holy shrines in a manner that would guarantee Iraq’s interests.

C: Investment facilitation at process of constructing hotels and tourist facilities near antiquity, heritage and religious location through offering long – term loans at symbolic interest.

   

37- SETTING UP A MINISTRY FOR ANTIQUITIES AND HERITAGE:

 Duties:

A- Making emergent Iraq’s civilization aspect through concern for antiquity and historical locations which qualify it to receive tourist activities without jeopardizing its original construct.

B- Concern for facilitating foreigners’ visits to holy shrines as to guarantee Iraq’s interest.

C- Protection the antiquity and heritage locations from

      vandals and robbers.

D- Follow-up of Iraqi antiquities’ robbers and coordination   with the United Nation to promulgate a strict decree to track robbers of this human legacy.

E- Coordination with global organizations and advanced countries to dispatch experts to re- conditions Iraq is antiquities subjected to sabotage and to undertake new excavation campaigns.

 

38- ENVIRONMENT:

- Development of environmental awareness of the citizen.

- Purging the environment of the consequences of mines, pollution resulting of using weapons of mass destruction, remnants of uranium in Iraqi nuclear sites and depleted uranium.

-Promulgation of legislations that guarantee safeguarding the environments and that organize for industrial / service projects

39- SECURING PENSION RIGHTS:

- Particularly for those deprived of them for political reasons

- Reinstating the politically dismissed persons to their and indemnifying them for the damages incurred to them.

40- WAR – HANDICAPPED PERSONS:

- Welfare of was – handicapped persons through integrating them into society and offering them suitable positions

- Making available the necessary treatment and rehabilitation center

- Making available to them suitable housing, with observance of their needs at design of governmental buildings

  

41- HARMED PERSONS DUE TO THE LAST WAR:

Initiation of a fund to indemnify those harmed persons due to war operations since Saddam’s regime downfall.

42- INITIATION OF A NEW COUNCIL FOR CIVIL SERVICE:

- Concern for public office as to insure the official’s dignity.

-Appointment in state’s establishments shall be on basis of scholastic attainment and scientific qualifications

- Promotion shall be on those bases, on service duration and the official’s conduct.

 43- LABOR AND LABOR UNIONS LAW:

Legislation of a new labor law that realizes the balance between the worker , the employer and the production process as to secure the rights of all the equation’s parties , boost the living standard of workers , eradicate non- employment , increase job opportunities , guarantee minimum wages , improve work’s milieu , observe workers’ health , maintain milieu’s cleanliness , support workers union and initiate a security fund for workers .

44- VICTIMS OF THE EX-REGIME:

Initiation of a fund to indemnity the ex-regime’s victims and prisoners of war.

45- THE CRIMINAL COURT OF COMPETENCE:

- Support for the criminal court of competence.

- Inviting human rights international organization, to monitor examination session of all crimes against humanity committed by the ex-regime against the Iraqi people.

- Judicial trying, conviction and punishment of all perpetrators of above crimes as well as compelling them to bear indemnification to the victims.

 

46- UPROOTING OF AL-BA’ATH (RESURRECTION) OR DEBAATHIFICATION:

        - Sustaining the process of uprooting intellectually abusing Baathist elements with blood – stained hands

- Rehabilitation of non - criminal elements, bringing them to fold, technically utilize them, integrate them into society and turn pages of the past .

47- STATE’S PROPERTY:

- Recovery by the state of public / private properties seized during extraordinary circumstance. The state takes the sole role of handing them over to their legitimate proprietors.

- Follow – up of dispersed Iraq’s property through initiation of a ministry for this purpose which undertakes:

A-       Follow – up, verification of seizure and taking over Iraq’s transferable / non – transferable property and funds during the period of imposing the blockade , inclusive of money by fraud and bribery in Oil – for Food Program , whether stolen by the regime or by others

B-       Follow – up of funds collected by the ex-regime’s personnel, aids and partners through misuse of authority.

C-       Follow-up of Iraqi property / funds during the stage of the Saddam’s regime downfall.

D-       Follow-up of Iraqi property / funds looted and embezzled during the stage of post – downfall of Saddam’s regime up to date.

48- ORGANIZATION OF THE RELATIONS WITH THE ALLIANCE FORCES:

- It is of exigency to organize the relations with the alliance forces as not to have its forces transgress, in view of being temporarily – hosted friendly forces .

- Its existence is conditioned by a treaty or agreement of a fixed chronological limit which specifies these forces’ duties and responsibilities.

- This treaty is to be approved by the National Assembly, specifying their whereabouts outside Iraqi cities against payment of rental remuneration for these bases. They shall defend Iraqi territories until bringing the construction of the Iraqi army to completion.

49- REFORM OF THE UNITED NATIONS STRUCTURE:

- work towards reform of the United Nations structure and its mechanisms because it proved its failing performance at management of the Oil – against – Food Program.

- It has to apologize to the Iraqi people and indemnify them for the tragedies caused by the blockade and non- humanitarian anti- international – law sanction.

50- Adoption of an independent foreign policy based on principles of good neighborhood, Arab/ Islamic solidarity with Arab / Islamic countries / the international community .

Commitment by United Nations Charter and rectifying what the regime spoiled in this respect.

- Upgrading of Iraqi embassies and representative bodies through adopting the principle of adequate person in the adequate position, for from all forms of allocation.

51- Initiation of an Office (Deewan) for Grievances to consider citizens’ complaint against the state’s establishment and administrative responsible personnel.

- All citizens are responsible ordinary person and equal judicially.

- Follow- up committees (with judges of competence) is to be set up on basis of immunity and piety of God.

52- NATIONAL AND RELIGIOUS MINORITIES:

A- Constitutional guarantee of citizenship’s rights to national and religious

minorities, e.g. Turkmen, Assyrians, Kaldaen and Sabeans on par with

other Iraqi.

B- Guarantee of minorities’ rights for political participation, public elections

and local election as well as allocating seats for them in the National Assembly

in proportion to the population of such minorities inside the Iraqi society.

C- Guarantee of freedom of worship, allowing the practice of religious rites to minorities and building places for their worship.

D- Safeguarding the cultural rights of such minorities and offering them a

chance to initiates their own schools and institutes.

E- Banning by the state the practice of any political, religious or racial persecution against such minorities.

53- INITIATION OF MINISTRY OF ECONOMY:

It task is planning / execution of economic plans, management of emergency crises, blocking of global pricing waves against Iraqi economy.

- Planning for economic polices as to protect and develop the national wealth / national products and planning for pricing policies / protection systems consistent  with the stage that the Iraqi economy is undergoing, as a preparatory step towards integration into the global economy
