PART I
Article 1
:
Name:The
Movement of Defense of National Rights

Incorporation: 12/4/2006, Iraq.
Article II
: General Principles
1- Religion: is God’s; the homeland is everybody’s the
state’s official religion is Islam.
2- Initiation of a democratic regime through
constitutional election and peaceful alternation of
authority.
3- The human being is the foremost wealth to be
safeguarded and developed via development of human wealth.
Faith in human rights principles.
4- Absolute faith in Iraq’s soil and people. Granting
constitutional rights, autonomy or regional authorities to
minorities in a manner that does not jeopardize integrity of
Iraq’s soil and people or national sovereignty.
5- Faith in that all Iraqis are equal in rights and
duties. All are juristically and legally equal.
6- Respect of international laws and conventions as to
conform with non- neglect of the national interest.
7- Investing all Iraqi energies and resources for
building a better Iraq, after submitting well – studied
programs and plans.
8- Updating the agricultural sector, reclamation of
Iraqi soil, introduction of modern mechanization and laying
down plans for cultivating it as to guarantee nutritional
sufficiency as a preliminary stage to access export markets
in the second stages.
1- Approval of a balance investment law that secure
protection of national economy and makes available job
opportunities to Iraqis while securing rights of the Iraqi
and foreign investor.
2- Reconstruction of security and military
establishment in a technical vocational style on a
professional basis distant from party allocations.
3- Initiation of a permanent constitution for the
country.
4- Effecting a radical revolution in the Iraq’s status
quo towards democracy, coexistence, mutual respect as well
as up bring a vanguard generation to mobilize the Iraqi
masses within a socio – political program for the Movement
Part II
The Byelaw:
Article I: The Movement for National Rights Defense is an
Iraqi national political organization targeted at
constructing a democratic Iraq and a modern state.
Article II:
Membership
1- Any 18 years of age Iraqi may join the Movement, provided
he believes in the Movement’s goals and principles and
struggle for them.
2- The applicant for membership must be recommended by
2 members of the Movement, and must pledge his action to be
in conformity of this bye – law.
3- A member in another political party or a person
convicted of misdemeanor or a crime in violation of honor is
not eligible for membership.
Article III:
The Member’s Rights
1- Contribution at planning of the Movement’s policy
and crystallizing its mottos through the Movement’s programs
and committees.
2- Constructive criticism.
3- Participation in election and nomination for the
Movement’s commissions and conventions.
Article IV:
The member’s duties
1- Abiding by the Movement’s programs and policies as
well as action towards their implementation.
2- Abiding by the Movement’s goals as well as action
towards disseminating them within society.
3- Abiding and implementing all the decision by the
responsible commissions in the Movement.
Article V:
Withdrawal from the Movement
1- Any member may withdraw from the Movement’s
membership after applying in writing elaborating on reasons
for resignation. His whole custody of intellectual and
materialistic property shall be recovered.
2- Any member refraining from performance of his party
tasks and duties for three months with no legal excuse shall
be deemed resigned.
3- He may not re-apply for membership of the Movement
in the future.
Article VI:
The penalties aimed at rectifying the member:
1- Cautionary penalty.
A- The member is cautioned upon slackness in his duties.
B- The member is cautioned if he does not pay, for two
successive months, the remuneration of monthly voluntary
subscription.
C- The member is cautioned upon two months absence from the
regular meetings with no legitimate excuse.
2- Freezing:
A- Then Movement’s member shall be frozen for six months if
he deserted action at the Movement for three months period
with no legitimate excuse.
B- The member shall be frozen for six months if two
cautionary penalties were directed to him.
C- The member shall be frozen for six months if he undertook
any action that would harm the Movement’s unity.
D- The member shall be frozen for six months if he affected
blocs within the Movement with no ill – intention to the
Movement.
3- Dismissal:
A- A member who betrays its principles and goals shall be
dismissed from the Movement and subjected to litigation
thereof.
B- A member shall be dismissed if three cautionary penalties
were directed to him of relevance to non- execution of the
Movement’s instructions during his affiliation session.
C- Anybody twice frozen in the period of one electoral
session shall be dismissed.
D- Anybody who stirred up or incited sectarian, racial or
moral sedition.
Article VII
– Commissions emanating out of the Movement
1- The General Convention, Advisory Council,
Politburo, central bureaus and committees of the
organizational group.
2- These Commissions shall be charged for leading the
Movement’s activity, each in the scope of his works and in
conformity with the authorities.
Article VIII:
The General Convention
1- It is the highest authority in the Movement. It is
convened once every four years.
2- The tasks of the General Convention are:
A- Approval of the general political program of the Movement
B- Discussion and approval of the Central Bureaus’ programs.
C- Discussion and approval of the Movement’s finances.
D- Discussion and amendment of the Movement’s documents.
E- Election of the Advisory Council.
Article IX:
The Advisory Council
1- It is the highest authority inside the Movement
between two conventions for implementing supervision of the
General Convention’s decision.
2- The Advisory Council meets, by supervision of the
General Secretary, every three months or upon exigency, by a
request of 20% of its members.
3- The Advisory Council elects, by secret ballot,
seven of its members to take charge of the Politburo’s
membership.
4- The Advisory Council and the elected Politburo
shall elect, by secret ballot, the Movement’s General
Secretary amongst the elected Politburo’s members.
5- The Politburo shall assign the party tasks on the
Central Committee’s members.
Article X:
The Politburo
1- It is highest executive commission of the Movement.
It convenes once every month or upon exigency.
2- It is accountable to the Advisory Council and the
General Convention.
3- It administrates and represents the Movement’s
policy.
Article XI:
The General Secretary.
1- He is the first responsible official of the
Movement. He represents it at the political parties and
other bodies.
2- He leads the meetings of the Politburo and the
Advisory Council.
3- The General Secretary may authorize one of his
deputies for supervision responsibility on the politburo,
due to a specific political circumstance, subsequent to
attaining the Advisory Council’s approval.
Article XIII:
The Central Bureaus and Committees
1- Each Central Bureau or Committee is competent in
one of the following domains:
A- Central organizational Bureau
B- Central Media Bureau
C- Central Financial Bureau
D- Information Bureau.
2 - Regular meetings shall be specified for the bureaus
and committees, each according to its work plan set for it.
3- The Advisory Council shall specify the authorities
and tasks of the bureaus and committees. It may extend
opening up other branch offices or branch committees.
Article XIII:
The Organizational Group
1- It is the smallest organizational link in the
Movement, representing the Movement’s direct relation with
the masses.
In the
current circumstances, organizational communication would be
incurred according to the Organizational Bureau’s decision
and under the Politburo’s supervision. Upon
disappearance of the excuses, the situation reverts to
normal.
