HOW WE BUILD A NEW IRAQI STATE
A-
Construction of the state’s structure:
The following goals are to be accomplished:
1- Dislodging from the state’s organ all opportunists
and multi- loyal individuals.
2- Distancing in the state’s organ from party
allocation.
3- Setting a monitoring security body whose members
are carefully elected and whose goal is planning government
officials’ performance, monitoring it and, upon default,
tendering them to jurisdiction.
4- Re- establishment of the judicial organ’s members
by careful choice, periodical assessment of its performance
and, upon exigency judicial accountability.
5- Enhancing the principle of citizenship, zeal for
public trust as well as public funds / property, non –
robbing of opportunities of others, non- neglect of their
rights against any brand of benefit or social hypocrisy
6- Realization of the principle of justice.
7- Subjecting everybody to the authority of love with
immunity to non.
8- Respect for human rights.
9- Respect for independent free journalism.
10- Specifying the citizen’s responsibility towards the
state as well as the state’s responsibility towards the
citizen.
B-
Building of the State consists of :
1- Constructing the values of virtue and justice in
the thinking of individuals and groups.
2- Constructing civic society’s establishments within
ethical sanctions.
C-
Combating Corruption :
D- Enhancing
the government of parliamentary democracy.
E-
Guarantee of practice of political freedoms as well as
securing freedom of political, union and social activity,
inclusive of press and publication.
Focus for development has to be on delivery of new resources
to the countrymen’s pocket. The oil and non- oil state’s
earnings should be so implemented as to be materialistic
earnings and benefits to the Iraqi people. The stress of
severe poverty and crises which prompt the hungry to rally
in the street have to be relieved.
The chronic domination of a specific faction by favoritism
of kith , kin and relatives on funding resources and state’s
facilities shall lead to rendering public budget and public
interest a secondary matter compared to the money gained
through bribery .
The implementation process of home reform policies is a
necessity in the domain of patronizing total economic
stability, i.e. implementation and patronage of civic
society and open commercial systems.
The government’s failure at attaining the required level of
executive performance prompts donor countries to direct
their assistance via non- governmental organizations, as
manifested in lost Asian countries.
However, the case in Iraq is different: some political
figures, parties and individuals have established non-
governmental organization as a pre – emptive step to take
over such funds / money. Most Iraqi and foreign personnel of
such organizations are not qualified for management of such
an amount of the proposed funds of reconstruction due to
various reasons , inter alias the cadre’s non- availability
of scientific/ administrative qualification and personal
qualification represented by integrity / honesty .
There is a saying “He who is safe from punishment conducts
himself with excessive insolence”.
On the contrary, the circumstances of the blockade and
poverty led to initiation of creative capabilities for
promoting projects and developing commercial qualifications.
They created qualified, shrewd and resourceful individuals.
They are qualified partners at feasibility studies and
execution of investment projects. Iraq is qualified in the
domain of facilitating the activities of regional and global
companies which strive to access middle – eastern markets,
setting up a portal to Asian, African and European countries
and a regional center for wares distribution.
There is an ethical exigency at helping Iraq to integrate
into global economy, represented by necessity for smashing
old cartels and supporting emergence of new political and
economic elite whose foremost loyalty is to Iraq. Hence, the
ethical deterrent deep- rooted in personal ethical
principles has to be consolidated. It is, in case of law
transgression, stronger than any threat for punishment or
any actual punishment.
PROCESS OF
STATE CONSTRUCTION:

Economically: Who funds expansion and reconstruction?
How?.
Iraq suffers from merciless growth. This leads to boost the
rich man’s money and make the poor man more miserable. It
suffers, too, from growth without a future, with consequent
drain of natural resources.
Formerly, it suffered from mute growth with consequent
boosting of wealth due to secretions of merciless growth
accompanied by oppression of the people.
All such factors shall lead, in the near future, to growth
without opportunities, i.e. Increase of national income,
increase of non – employment. Subsequently, it would lead to
rootless (growth which is marginalization process for the
traditional identity and national culture).
What is required is human development targeted at enhancing
security , expanding essential services, boosting production
capacity and developing financial / monetary / judicial /
administrative structures to activate the mechanism of free
economy as well making available guarantees for foreign
investment for purpose of integration into global economy .
In effect, the process of pumping funds into a putrid vessel
would be squandering of such funds because it would not
reach its target. Consequently, it would not render the
pumping actuator (whether a political or economic investor)
would never render him to pluck the fruits of this task.
Decayed tissues are parasitic tissue that practically
serve no national interest (even to the occupier) because it
steals taxpayers’ money in the occupied country and in the
donor countries, squandering it without positive returns to
those countries.
The decline of the security status is a consequence of the
mistaken policies of the American Administration in Iraq.
The absence of the army , security organs and police organs
led to creation of security vacuum which was exploited by
other forces , rendering Iraq a field for international
conflict and an arena for accounts settlement which , in
turn , offered a pretext to occupation forces for non –
abiding with its pledges of Iraq’s reconstruction due to
decline of security status .
Iraqis themselves have to reconstruct their country without
waiting for grants, with reliance on oil proceeds and auto-
development of non- oil proceeds, without being subjected to
donor countries’ humiliation.
The first step is to be towards creation of a private sector
capable of later management of privatization process, and
constructing the pivots of national economy in a modern
method far from forfeiture into the traps and ploys of
intercontinental / offshore companies.
Ambassador Bremer had already legislated for foreign
investment, offering more rights to foreigners than to Iraqi
citizens. This aroused a wave of protests. The legislation
was frozen, because it was neither consistent with
international law nor with the aspirations of the Iraqi
people.
In March 2005, the provisional government (after two months
of expiry of its validity) legislated for allowing
foreigners to buy shares in Baghdad Stock Exchange. This is
an illegal and risky measure because it would allow a
definite number of foreigners to monopolize Iraqi companies’
shares due to its meager value in the market.
Therefore, we are in need of balanced investment laws to be
approved by the National Assembly and to be submitted to a
popular referendum. It should provide an interim balance
between the foreign investor and the citizen and legal
guarantees the two parties’ rights until the private sector
develops to be empowered to compete with foreign investor in
the open market. Therefore, legislation are to be
promulgated which do not offer tax facilitations and tax
deductions to the foreign investor. Concurrently,
enforcement is to be made, in the current stage, for
legislations that do not give land proprietary right to the
foreign investor. The state should expedite initiation of
industrial and commercial free zones.
The formula, concisely, is:
Honest / impartial and qualified state establishments +
equable legal establishments + balanced, practical and
developed laws + qualified local partner = Project’s success
+ construct of state’s economy + making available job
opportunities.
Saddam’s policies used to murder the auto – incentive for
knowledge, which was rendered a useless element in
officiated progress due to favoritism, nepotism, bribery and
courtesy / compliment at promotion to executive and leading
positions . Learned youths became oriented to parasitic jobs
which do not develop human capabilities and cognizance
capabilities.
Support and development of human resources are more
important than that of industries. What’s the value of
industries without national cadre?
Construction process should proceed in accord with
development of human resources, support of industries, and
support of exports, establishing joint projects under
licenses from major foreign companies and finding customs
facilitations / customs deductions supporting this process.
We are is need of radical comprehensive reform process with
integrated vision to cope with the scientific,
knowledge-related and informational developments in the
world as to contribute towards development of Iraqi human
capabilities and development of the country’s resources as
well as its industries, Because the non – employment of work
force in Iraq = 80%, while that in the West Bank = 38% and
in Gaza strip = 46%.
