The
Constitutional Statement of Movement of Defense of
National Rights
Iraq is currently
undergoing most gloomy circumstances: International forces,
territorial forces, local intelligence agents, private
interests, occupation soldiers’ insults and private
protection companies, individual insults have all doggishly
warred against it
The new political elite
brought by the American war in 2003 were incapable of
establishing a strong firm Iraqi state to replace the
tyrant’s government. Instead, it secreted a class that
receives its salaries from public budget but is snobbish of
the people. The centers of forces became diverse. Some
beneficiaries who seized power (or jumped to power by the
occupier’s will) conducted themselves in a queer manner.
They are supported by private protection bands which lionize
on the unarmed citizen and the poor traffic policeman on the
street, as if they are slaves or serfs, while they are seen
to kneel in front of a soldier of the occupying army
The provisional and
transitional Iraqi government were incapable of establishing
a state, because their domain of authority was never beyond
the Green Zone, ( nay, even the Green Zone is beyond its
domain, because it is completely subject to the occupier’s
power), noting the deficiency of the successive governments
to qualification and the patriotic touch
This created a vacuum.
Nearby and distant neighboring countries hurriedly
intervened in the aftermaths of state absence to fill this
political vacuum, through intermediaries who set up
political parties and fronts, robbing Iraqis’ dream for
establishing a new democratic Iraq and transforming such a
dream to a dark tunnel of despair and frustration to augment
decades of fear, wars and blockade
The federal political
system is based on non – centralization and orientation of
power distribution to provinces in a manner inconsistent
with global system and experience. It is based on stripping
the federal government from its mobility capability stifles
state’s power and squanders its wealth
Federal political system
should hold power, but distributes authorities with strict
control for enforcement of federal laws. The Iraqi state now
a days is a state on paper incapable of action and stripped
of power. The constitution, moreover, not only does not
offer a remedy to the problem but aggravates it
It is wrong, indeed, to
believe that a certain sect, nationality or political party
is capable of being the sole body in power, political
decision and leadership of Iraq. Nevertheless , some
politicians , influential personages , decision makers still
deal with the Iraqi interest in accordance with the concept
of gain , loss and private benefit , rather than on
patriotic basis , the Iraqi issue , the homeland’s interest
and public interest . Some leaders of winning lists are,
nowadays, involved in a war for positions, transforming the
political process into a conflict, not for termination of
occupation, but rather for attaining exclusive friendship of
the occupier
Public office was
transformed into a private tax- type profession to coerce
the citizen as well as a facility for wealth at the expense
of public budget
Jurisdiction became more
corrupt than in the tyrant’s era, being associated with
local mafias, rending the judge a safety valve to save those
rotten heads from the reach of law and justice
The formerly so –
called Iraq (or, rather, what remained of Iraq) had its
administrative system transformed into just a bandit devoid
of humanity. Rather, the occupier is more noble and more
humanitarian than it
Moreover, the “elected”
governorates’ councils could not do anything but to serve
its instincts and caprices towards power and money,
deserting the citizen (who elected them) without services,
besieged by non- employment. When he protested, it ordered
police force to shoot live bullets at him (something the
Israeli army never did: It uses rubber bullets against
Palestinians, whom Israel considers to be their enemies).
The Iraqi citizen is
living in the remains of a country that used to be
called…..Iraq. It is besieged by whirl winds of remorse and
series of sorrows, between the remains of reminiscences and
explosive ordinance of neighbors’ treachery, as well as
neglect, ingratitude and non – acknowledgement of
benevolence by everybody , foremost of whom are Arabs !!!
Arab countries not only
deserted the Iraqi people but conspired against them,
deliberately forgetting this people’s sacrifices in favor
all Arab issues, thus rendering Iraq an arena to settle
accounts and a spoil of war.
Everybody satisfied
themselves from Iraq’s bounties…Everybody robbed, and is
robbing, Iraq’s oil… Everybody thrives on Iraq’s woes
…Everybody has a right in Iraq … except the Iraqi citizen
The security situation
is a nightmare for all countrymen. Innocent blood of
hundreds is shed daily. Private and public property is being
destroyed. Devastation, famine and subjugation prevail:
Non-employment and poverty is wide – spread. Corruption
corrodes in all state’s organs, from top to bottom. Billions
of dollars of public money are stolen. Bribery was rendered
the sole facility to process citizens’
transactions in all the
state’s offices in a public manner without fear or horror.
Authority for law is nil. Deterrent of conscience is nil
The Iraqi is demanded to
project enmity against his brethren in homeland at the level
of race, religion, sect, denomination, tribe, intellectual
affiliation and party affiliation. We were rendered to be
compelled to attain the satisfaction global and provincial
forces that have been daily incriminating against our rights
since eras, effecting deprivation against us, to oppressing
our sons’ rights for honorable living and toying with, our
future is our homeland, Iraq. In order that we , Iraqis, are
up to the satisfaction of such powers , we have to wage
war against ourselves and against the world around us in
order that they rest assured of our weakness and enjoy
beholding our ever – bleeding wounds as manifested
hereunder
The successive
governments’ failure, and their inability to provide
security /services and their orientation to submit solutions
that only augment the citizen’s suffering ( electric power
cutoff for more than 20 hours daily paralyzed the capacity
of the daily earner / workshop proprietor burdened by
generators’ proprietors, boost of fuel prices which added
new queues of the unemployed ), failure of the governments
at resolving the problem of making available oil derivatives
led to burden the citizen by new burdens , inter alias
diminishing the use of cars to half a month ( odd and even
car registration numbers), boosting fuel prices rather than
government’s imposed control on contraband outlets which
are controlled by bodies participating in the government
The state’s
mismanagement led to boosting inflation rates, fabulous
increase in rents and real – estates, emergence of detested
class distinction ( a small division of governmental and
party responsible personnel live in high castles and hunt
for large capital from the state’s budget, exploiting
authority at the expense of the people and snobbishly (
looking at poor divisions of the community)
Rendering appointments
mandatory through party recommendations deprived many from
appointment opportunities and led to exclusivity of benefit
and power amongst the responsible personnel’s offs pings /
relatives, neglect of youth, absence of strategic plans for
development of human resources
Corruption led to
creation of a state of beneficial correlation based on
materialistic interests between some governmental and party
responsible officials as well proprietors of commercial,
financial and economic interests ( the official had combined
(instantaneous) governmental and commercial interests).
Important positions in the structure of the state /
government on the level of directors, directors general,
deputy ministries and ministers were entrusted , in reliance
on party trust and kinship to non- qualified to leading and
responsible dignitaries, rather than reliance on
qualifications, certificate , experience, practice,
competence and integrity. The consequences were flagrant
administrative and legal violation in the domain of
officiated service years calculation, absence of health
insurance, absence of essential municipal services, absence
of technical standards at governmental projects,
particularly projects of reconstruction, road pavements,
installation of sanitary disposal. It does seems that
contracting companies for execution of such projects either
belong, mostly, to responsible personnel in the government
and the in- the – arena dominant parties or offer
commissions to political and party leaders
Successive governments
sustain waging war on the citizens in their livelihood,
starting with a new practice of curfew without consideration
of the daily income of earners/ workers who rely on their
daily toil to confront the raptor beast of livelihood. The
illegal growth of prices worthily patronized by the
government augmented a new economic blockade that crushed
what remained of the citizen
Official holidays in
Iraq exceeded official working days. The politicians,
nowadays, have forgotten the open mouths in anticipation of
very – hard – to – get bread
The politicians are
preoccupied with hunting for the golden opportunity which
they availed themselves and lionized on a people who “quilt
of the sky as a cover and earth as a mattress” , on a people
eating void promises and dining explosive ordinances of
terrorism of unknown source but known origin
Such politicians stake
the fate of Iraq and the Iraqi people. They have established
for a sectarian Iraq. Some have ruled Iraq, periodically and
seasonally, during the past three years, offering the Iraqi
people nothing more than victims, casualties and suffering
Responsible officials
are still engaged at augmenting their protection force and
widening expenditure outlets in order to drain what remains
of the state’s budget
and the innumerable
negative aspects of governmental performance. Indeed, they
are preoccupied at fragmentizing the people’s unity, rending
its social fabric, dedicating ethical economic degradation
as well as financial corruption, the burden of terrorism and
activity of organized crime. Fear and poverty terminated
many countrymen’s aspiration and frustrated their legitimate
ambitions
The people sacrificed
for delivering parliamentarians to the National Assembly
which is presently in default of their existence and their
activity. They have been transferred into obedient pawns by
hands of wretched inter- conspiring forces. They watch the
ordeal and suffering of the citizen, with no twitch of
eyelids for what is storming Iraqis, while their pockets are
dollar – laden with salaries, benefits and allowances
received without any effort in return!!! . If those members
had patriotic and humanitarian awareness, they would have
staged a sit- in or protested against political decision
makers to halt murder campaigns and driving people homeless
The events in Iraq,
nowadays, are another page of the scenario pages to destroy
Iraq and the Iraqi citizen. It complements the introductions
of wars that exhausted human resources and economic power,
passing by the economic embargo which was essentially
oriented against the Iraqi people via the so-called United
Nations Organization whose auto- investigations proved
corruption inside the Organization itself
The events in Iraq are
not tactical mistakes but a pre- deliberated pre- programmed
scheme starting with burning the state’s establishments and
forfeiture of people’s rights, passing by annulment of the
state’s structure with consequent general vacuum. The long-
range scheme of the Iraqi being’s destruction via wars and
economic blockade is targeted at transforming the people’s
morals, transforming their style of thinking, weakening
their ethical motives and destroying their identity. This is
because long – range blockade orient people to satisfy their
instinctive motives with consequent disintegration of
ethical values, destruction of identity, inhibition of
ethical / intellectual motive by excessive arousal of
hunger, horror, etc . This is exactly what is currently
happening in the scenario of destroying the Iraqi human
being
Man is the foremost
wealth is the homeland. However, we behold the political
parties in the Iraqi arena had neglected this wealth’s
development and protection
against invulnerability.
The absence of the state and absence of political progress
to develop and conserve human resources left community to
“wind blows” with nothing left but auto – immunity and the
influence of the religious institution at preservation of
the remaining identity and public ethics
However, we behold that
the religions institution suffers, in its role, from the
same crisis. The theoretical leadership represented by our
religious symbols (which are beyond suspicion in their
integrity and honesty) had undertaken, and still undertake,
a role which is beyond the capability of any other body.
Regrettably, however, we behold some field leaders of the
field leadership of institutional religious intellect had
slid is so-called religious hypocrisy or dissimulation by
adopting religion as a means to market themselves as
politicians in reliance on the people’s trust in their
religious creed and their respect for their religious
referential
Indeed, some politicians
adopted the tragedy of Al- Hussein as a matter for election
campaigning as a means to deceive the people. The result is
that Al-Hussein is being daily slaughtered several times by
a thousand new Yezeeds wearing the dress of Al-Hussaein
Folks
The field religions
leadership have forsaken their role at invulnerability and
guidance of society and proceeded after private dispositions
and political fancies. Indeed, they have slid even into
legalizing some aspects of economic corruption with
consequent breakdown – as far as the citizen is concerned-of
the last intellectual and humanitarian citadels. Moreover,
these religious leaderships had forfeited their neutrality
due to marketing themselves politically
In our view, if the
cleric wishes to work in politics he has to take off the
turban; if he wishes to engage in commerce, he has to take
off the turban to facilitate directing accusation or
condemnation by a citizen for an individual conduct of its
member to the person individually rather than to the
religious institution or religious thought (which enjoys
acquittal from such conduct)
We do not wish to go
back to the era of the deluge of tyranny. We wish Iraq to be
a unified independent country in which Iraqis are equal in
rights and duties rather than to deem the majority of the
powerless at default and to spend the funds of the country
and of God’s human beings on donations and squandering
looted by
robbers and mercenaries
of innocents’ blood, or of minorities’ right violated and
physically liquidated
We wish that our sons
live together in love and peace. We wish the whole
government and the whole parliaments to consider themselves
as representatives of the people in the state of Iraq not as
owners of land and serfs
The people want a
government non- affiliated to all such leaderships which
placed the interest of the people and the homeland “behind
its back”. As such, for the sake of those executed by the
tyrant, for the sake of those resting in communal
cemeteries, for the sake of those killed in the tyrant’s
wars, for the sake of those children who are now waiting for
the return of their fathers, for the sake of a wife’s drop
of tear that refuses to dry up in wait for her husband who
will never come back, for the sake of the deprived millions
who proceeded to elections, for the sake of those mothers
bereaved of children, for the sake of empty bellies and for
the sake of those hungry with oppressed rights…
In order to support to
our distressed looted people, in order to stand up against
the face who betrayed the trust of the deprived masses and
betrayed God’s pledge and the oath…In order to stand up
against of the face who polluted his hands with Iraqi blood
or stolen Iraqi funds or property…
For the sake of a
National Assembly that shall enjoy a national touch distant
from neglecting certain divisions, distant from sectarian
allocation, distant from political settlement of accounts.
For all such, The
Movement OF Defense OF National Rights has emerged to hold
the banner of defending the Iraqi human being and the honor
of the insulted homeland
We used to criticize the
abundance of parties in Iraq. We monitored, during the past
three years, the performance of parties and large political
establishments in order to, perhaps, find one whose
performance conforms with the country’s higher interest …
However, we were distressed with the failure of the
successive governments and inter- battling of parties and
large political establishments for
purpose of monopoly and
appropriation of power without heading to prepare a
political and economic program for the country’s salvation
All the preceding
impelled Iraq to the brink of abyss, starting from civil
war, to administrative corruption, to stealing private and
public, funds / property, to daily practice of targeting at
scarifying the citizen’s honor, at insulting him and
humiliating him
After three years of
preparation, the Movement was able to convene its first
Congress by the attendance of its founding members in
Baghdad city. The principles and bye – regulations were
approved, as well as the election of a provisional
leadership to the political bureau
God but is the patron of
good luck
